Driving excellence in End-Point Assessment
We’ve continued to deliver rigorous, fair, and responsive End-Point Assessments that uphold the highest standards across the protective services sector. Our commitment ensures that learners not only meet the requirements of their apprenticeship, but also gain the confidence and competence to excel in their roles.
Over the past year, we expanded our EPA offering to reflect the evolving needs of the workforce, introducing assessments for new apprenticeship standards, including:
- Fire Safety Inspector
- Fire Safety Advisor
- Protective Security Advisor
- Safeguarding Support Officer
These additions strengthen our ability to support employers and apprentices in critical roles that protect communities and enhance public safety. By working closely with sector experts, we ensure every EPA reflects real world expectations and prepares learners for meaningful, impactful careers.

We’re committed to helping individuals gain the knowledge and skills they need to thrive in their careers. Last year, we continued to develop high-quality, Ofqual-regulated qualifications that support professional development across a wide range of sectors.
Last year, we issued 14,774 certifications to learners, made up qualifications across the following sectors:
- Fire and rescue: 4,509
- Policing and law enforcement: 4,049
- Security: 2,052
- Learning and development: 1,676
- Community and justice: 1,156
- Integrated health and social care: 1,053
- And more across armed services, social justice, leadership and management, business administration and customer service.

Key initiatives and projects
Partnership with the National Counter Terrorism Security Office
We’re working in partnership with the National Counter Terrorism Security Office (NaCTSO) to develop a Level 3, Ofqual-regulated qualification. This qualification will be suitable for businesses looking for NaCTSO-endorsed, counter-terrorism specific protective security and preparedness training. This qualification has the working title of the Competent Person in the Workplace (CPiW).
Supporting vocational training in policing
We’ve launched the Level 5 Diploma in Professional Policing Practice to formally recognise learning through the Police Constable Entry Programme (PCEP). Developed in line with College of Policing standards and IPS/FOC requirements, this qualification provides a robust pathway for those entering the policing profession via the fourth entry route.
Advancing protective security standards
We launched the Level 4 Certificate for Protective Security Advisers in collaboration with the Home Office’s Protective Security Centre, setting a new benchmark for professionalisation in the security sector. Endorsed by all three National Technical Authorities, this qualification provides a structured framework for safeguarding organisations against complex threats.
