What are the objectives for the Level 3 Certificate in Fire Risk Assessment qualification?

This qualification has been developed as part of the Fire Safety Suite, in response to the publication of BS 8674:2025 – Built Environment: Framework for Competence of Individual Fire Risk Assessors.

The qualification represents the Foundation level of competence for fire risk assessors. Its objective is to equip learners with the knowledge and skills required to support the completion of fire risk assessments in low-risk premises, under appropriate supervision and organisational control.

Learners will develop an understanding of the role and responsibilities of fire risk assessors, principles of fire development and spread, fire prevention, human behaviour in fire situations, and the purpose of passive and active fire protection measures. They will be able to identify fire hazards, review existing fire safety measures, recognise indicators of increased risk, and record findings clearly and accurately.

The qualification emphasises professional conduct, ethical behaviour and awareness of personal limitations, in line with current fire safety legislation, guidance and BS 8674 expectations. It does not evidence independent or unsupervised fire risk assessment practice.

What are the pre-entry requirements for the Level 3 Certificate in Fire Risk Assessment qualification?

There are no pre-entry requirements for this qualification. However, centres must ensure that learners are able to complete this qualification, for example, through completing a skills scan to ensure they can work at the appropriate level.

What are the opportunities for progression after the Level 3 Certificate in Fire Risk Assessment Qualification?

This qualification creates a number of opportunities for progression. It may support entry into employment as a fire risk assessor, subject to the requirements of employers and relevant professional standards, or enhance roles within fire safety management.

The qualification also provides a strong foundation for further study in fire safety or health and safety at higher levels. A natural progression route is the SFJ Awards Level 4 Fire Risk Assessment qualification, which builds on the knowledge and understanding developed at Level 3 and supports progression towards more complex fire risk assessment practice.
