This webinar explored how the new SFJ Awards Level 3 Award in Counter-Terrorism Protective Security and Preparedness (CTPSaP) can support organisations to strengthen their understanding of counter-terrorism risk, protective security and preparedness, in the context of the Terrorism (Protection of Premises) Act 2025 (also referred to as Martyn’s Law).
While the qualification does not make an organisation or individual compliant, the session will focus on how it can form a valuable and practical step on the journey towards meeting the responsibilities set out in the Section 27 guidance for Martyn’s Law for venues, employers, public spaces, local authorities and other duty holders.
Hosted by Kit Salt, Director of Partnerships and Innovation at SFJ Awards, the webinar includes contributions from Andy Costello, Head of Product and Innovation, who will outline the development, design and intent of the qualification.
This session also features perspectives from the National Counter-Terrorism Security Office (NaCTSO), a training provider involved in the pilot (Mercury Training), and a learner who will share first-hand reflections on the impact of completing the qualification, and what it has meant for them and their organisation.
The speakers provide practical insight into what the qualification covers, who it is for and how it can help organisations build knowledge, capability and confidence in counter-terrorism preparedness.

Will these courses be delivered outside of the UK?
We have not ruled out delivery outside of the UK. International delivery is under consideration as CTPSaP benefits any organisation not just those operating in the UK. We’d advise you to keep an eye on our website and LinkedIn for updates.

Which training providers offer this qualification?
There are a range of centres approved to deliver this qualification. A list of approved centres is available on the CTPSaP product page. Please note this list is updated regularly as new centres are being approved on an ongoing basis.

Why should my organisation invest in this qualification?
We understand that the cost of a qualification can be a significant factor for smaller organisations. There are many unseen benefits of this qualification. Developing staff with knowledge about low cost and no cost protective security measures could reduce costs longer term while improving security and preparedness.

How do I know if the qualification is right for me?
This qualification is designed for individuals who need an understanding of terrorism protection awareness and the requirements of the Terrorism (Protection of Premises) Act 2025 (Martyn’s Law). It is particularly suitable for staff who support organisational preparedness and resilience but are not the designated ‘competent person’ responsible for protective security planning.

I haven’t been able to find a hybrid or online only learning option. Is this available?
We have specified minimum duration for classroom learning which our centres must adhere to; however we do allow some flexibility allowing a hybrid delivery approach. The qualification has only launched recently, so delivery infrastructure within centres is still developing. We do have centres that are preparing to deliver in this way although we would suggest that there are significant benefits of being in a room with peers for the full course duration.

We are trying to choose between CTPSaP and another qualification. What are the benefits of this?
CTPSaP is the only qualification designed with NaCTSO and endorsed by Counter Terrorism Policing. The qualification comes with a full suite of resources and covers risk assessment and preparedness planning best practice. Our qualification is regulated by Ofqual and Qualifications Wales and we are in the processes of gaining accreditation in Scotland and Northern Ireland.
Regulation brings assurance that the qualification is fit for purpose and learners who are certificated have met the required standards.
We’d advise anyone considering other products to do their research to make sure it satisfies their needs. -
What happens next for people who have attained the qualification?
SFJ Awards will issue a certificate to every learner who successfully achieves the qualification. Certificates have a QR code which can be used to authenticate details.
CTPSaP provides a foundation of knowledge and skills in protective security and preparedness. Those achieving can apply their knowledge and skills within their organisation. Next steps could include progression to qualifications like the SFJ Awards Level 4 Certificate for Protective Security Advisers. Or specialist courses that are relevant to their organisation.

The cost varies between training providers. Is there a set qualification cost or is it up to the provider to set the cost?
The costs around delivery of training are determined by the training provider. SFJ Awards charges a set qualification fee to centres for registration and certification of learners. This fee is usually incorporated into the fee that centres charge.

What does the trainer qualification status need to be in order to deliver?
Our qualification specification sets out requirements for trainers and assessors. As part of centre approval, SFJ Awards determines the suitability of trainers and assessors. SFJ Awards and NaCTSO provide training to new trainer/assessors where necessary so that learners and organisations can have confidence in course delivery staff.

How often will you review and update course materials?
This is generally completed annually, however we’ve already made some changes since launching in March 2026 in response to initial feedback. We work with NaCTSO on changes to course materials ensuring that they are fit for purpose and remain market leading.
Materials will also be reviewed and updated in response to changes in legislation, policy, guidance or the threat landscape where appropriate. For example, following legislative developments to ensure learners continue to receive the most up to date information.

Does the course use NaCTSO risk assessment templates or do they have different ones?
The model of risk assessment is based on the Protect UK model and has been designed with NaCTSO. The risk assessment template has been tweaked to make it easier to use while requiring the same level of information.

Where do you see the responsibility lie between both the Security Manager and the EPRR Manager (NHS)? (e.g. public protection procedures, public protection measures etc.)
This is a question for senior leaders within your governance structure. Both roles can contribute towards organisational compliance so it is likely that both will be involved.

Is this qualification being delivered in person?
Yes, training is generally delivered face-to-face over 5 days.
We’d advise contacting centres with your specific requirements as many will run both open courses at specific locations as well as bespoke delivery – for example at your own site.

Is this qualification being delivered online?
Not in it’s entirety no. The qualification includes some mandatory eLearning to prepare learners for the face-to-face elements of the course.
